The Cyprus Institute (CyI) is a non-profit research and educational institution with a strong scientific and technological orientation, emphasizing international collaborations and cross-disciplinary research and post graduate education. CyI, through its established research centers, addresses challenging issues that are important at both the regional and international levels. Many of its research activities are being carried out in partnership with leading institutions in the respective thematic areas.

Within this context, CyI in cooperation with Advanced Partners Max Planck Institute for Chemistry, University of Helsinki and Commission for Atomic Energy, is establishing the “Climate and Atmosphere Research Centre (CARE-C)” under Horizon 2020 – EMME-CARE TEAMING Grant no. 856612.

Under the Supervision of the CARE-C Director and the CyI Head of Procurement, Assets & Contracts Office, and as a member of the EMME-CARE staff, the successful candidate will contribute to the execution of the procurement of goods, services and works related to the activities of the EMME-CARE project.

The successful candidate will be expected to give support and advice to the Research Departments and Facilities of CARE-C in regards to procurement procedures, including the preparation of tender documents, publications and any other associated actions to ensure compliance with Law 73(i)2016, EU Directive 2014 /24/EU and the Institute’s purchasing policies and procedures.


Duties and Responsibilities:

  1. Procurement activities, such as assisting/reviewing technical specifications for goods and terms of reference for consulting services; preparing bidding/tender documents; control evaluation reports; providing necessary assistance and tools for conducting evaluation processes; etc.
  2. Promote efficient and effective procurement as part of the acquisition of any goods, services and works. Advise the personnel on all procurement requirements and propose effective procedures for their delivery according to policies and strategies.
  3. Work with all CyI units to ensure that value for money is maximized, by disseminating best practice, advising on appropriate management of risk and ensuring compliance with statutory requirements.
  4. Give support and training for all those involved in procurement / purchasing. Give information/ advice on existing agreements and guidance on procurement procedures (including legal obligations) and requirements.
  5. Assisting all the procurement procedures through implementing all policies and procedures related to procurement activities and ensure guidelines and grant agreement provisions are followed in transactions
  6. Maintain a coherent filing system to include procurement preparation and contract management, correspondence, claims, reports, etc.
  7. Preparation of tender documents for Open and Simplified procedures
  8. Publication of Open/Closed tenders through eProcurement
  9. Registration of Simplified tenders to eProcurement platform
  10. Maintaining tenders archive (soft and hard copies)
  11. Assisting Evaluation Committees members during the evaluation procedure
  12. Preparation of contracts, maintaining contracts archive under the supervision of the Head of the Procurement Office.
  13. Supporting Tender Committee and TEAA (Divisional Committee for Changes and Claims):  arranging their meetings, preparing minutes, sending out relevant invitations and letters etc.
Job Requirements


  1. Bachelor Degree in any field
  2. Relevant experience in the preparation of tender documents.
  3. Good knowledge of the Legislation on Public Procurement.
  4. Experience in the use of the eProcurement platform.
  5. Excellent written skills in both Greek and English.
  6. Good computer skills in Microsoft Office (Word, Excel, PowerPoint) and knowledge in internet search engines.
  7. Strong analytical and organizational skills as well as problem-solving skills
  8. Ability to work with multiple and tight deadlines
  9. Excellent initiative, creativity and motivation skills
  10. The position requires a high degree of independent working with minimal supervision and attention to detail.
  11. Excellent interpersonal skills and ability to work in a team


Preferred/Desirable Qualifications and Experience

  1. Master degree will be considered as an advantage.
  2. Knowledge and Experience in GPP (Green Public Procurement)
  3. Relevant certificates and/or professional trainings on Public Procurement.
